•5 Local Universities Rank Among World's Top 500 in Paper Performance

Taipei, Sept. 2 (CNA) Five Taiwan universities ranked among the top 500 in the world this year in terms of scientific paper performance, regardless of
specialized fields, a local higher education evaluation foundation said Tuesday.
台北，九月二日（中央社）國內某高等教育評鑑基金會週二表示，台灣今年有五所大學進入全球科學研究論文不分領域的前五百大排名。
The five local universities are National Taiwan University (141st), National Cheng Kung University (328th), National Tsing Hua University (366th), National Chiao Tung University (463rd) and National Yang Ming University (475th), the foundation said, quoting the results of the survey.
基金會引述這項調查結果表示，這五校是國立臺灣大學（141 名）、國立成功大學（328 名）、國立清華大學（366 名）、國立交通大學（463 名）與國立陽明大學（475 名）。
The survey was conducted by the Taipei-based Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT), a foundation sponsored by Taiwan's Ministry of Education and local universities.
該調查是由位於台北的財團法人高等教育評鑑中心基金會所進行；該基金會是由台灣的教育部和大專院校所贊助。
The survey was based on three criteria ─ research productivity, impact and excellence. The details of the survey are available in English and Chinese on the foundation's Web site.

Thailand's army chief vows the military will not use force against protesters in Bangkok, though Prime Minister Samak Sundaravej has declared a state of emergency.

•Ex-investigations Chief Tipped Off Chen about Bank Accounts Probe

Taipei, Sept. 2 (CNA) The former chief of the Investigation Bureau Yeh Sheng-mao said Tuesday that he had tipped off ex-President Chen Shui-bian about an investigation into his overseas bank accounts.
台北，九月二日（中央社）前調查局長葉盛茂週二表示，他早已向前總統陳水扁透露關於其海外帳戶調查案的消息。
Yeh told a news conference that he handed Chen information from global anti-money laundering association Egmont Group regarding bank accounts owned by Chen's family members on Cayman Island in the Caribbean during a regular monthly meeting with Chen.
葉盛茂在記者會上表示，他已將來自國際洗錢防治中心「艾曼集團」、關於陳前總統家屬在加勒比海開曼群島所擁有的海外帳戶資料，在一場月例會上交給陳水扁。
Yeh's revelation in an ongoing investigation into possible money laundering by the ex-first family would explain why a search of Yeh's home on Aug. 21 yielded only a photocopy of that information, with the original copy unaccounted for.

•82% of Would-Be Conscripts Interested in R&D Service: Survey

Eighty-two percent of would-be conscripts surveyed recently by an online employment broker expressed an interest in joining a research and development team as an alternative to compulsory military service, marking an increase of 14.34 percentage points from a similar survey conducted last year.

While 71.12 percent of potential applicants believed the R&D service will help them accumulate work experience, 61.7 percent thought the service will simultaneously fulfill their need for employment and obligation to perform military service, while 46.5 percent said the service will help them gain professional skills.

The survey, the results of which were released Tuesday, was carried out by 1111 Job Bank Aug. 16-29 among 401 would-be conscripts with postgraduate levels of education ─ the target group of the R&D service.

The R&D service has proven highly popular despite the much longer commitment to the military it demands. At present, conscripts are required to perform 14 months of military service, but those chosen for alternative R&D service must serve 39 months.

Taipei, Sept. 2 (CNA) The Ministry of Economic Affairs (MOEA) came under fire Tuesday for failing to announce a shortlist of three potential sites for a much-anticipated low-level radioactive waste disposal facility in an open and above-board manner.
台北，九月二日（中央社）經濟部週二慘遭砲轟，因為有三個備受期待的低放射性核廢料處置場的最終候選地點未公開宣佈。
The MOEA finalized the grueling two-year search for potential sites Aug. 19 with the selection of three remote and sparsely populated villages, and the ministry was supposed to host a news conference to announce the list immediately after Economics Minister Yiin Chii-ming endorsed it Aug. 29.
經濟部花了兩年搜尋可能的地點，並於 8/19 完成這項累人的工作，選出三個偏遠且人口稀疏的鄉村，而在經濟部長尹啟銘於 8/29 簽署同意後，經濟部理應立即召開記者會宣佈這份名單。

The State Department says its third-ranking official, William Burns, will head the U.S. team in critical talks later this week in Vienna on India's nuclear program. The 45-nation Nuclear Suppliers Group, the NSG, must approve a key element of the landmark U.S. Indian nuclear cooperation accord.
美國國務院表示，國務院第三級官員伯恩斯將帶領美國代表團參加本週末在維也納舉行的重要對談，討論印度的核子計畫。擁有 45 個會員國的「核子供應集團」（NSG）必得批准這項重大的美印核能合作協議中的一項關鍵要素。
The decision to send Undersecretary of State for Political Affairs Burns to the NSG meeting, normally a working-level forum, reflects the urgency of the Bush administration effort to get final approval for the Indian nuclear deal by the end of the year.

U.S. State Department says Secretary of State Condoleezza Rice will visit Libya later this week, the first visit of its kind since 1953. Rice will be in Libya on Friday as part of a broader trip to North Africa and Portugal.

•Taiwan Design Alliance Launches Operations
Taipei, Sept. 2 (CNA) The Taiwan Design Alliance (TDA) announced Tuesday that it has formally begun operations with the aim of accelerating the integration of Taiwan's design industry resources and intra-industry cooperation.
The new alliance, which held a gathering to mark its founding on Aug. 29, includes seven of Taiwan's major professional associations in the fields of industrial design, graphic design, interior design, and design marketing.
The organizations include the China Industrial Designers Association, the Graphic Design Association of the Republic of China, the Kaohsiung Creators Association, the Taiwan Print Design Association, the China Interior Design Association, the Taiwan Design Center and the Taiwan Graphic Design Association.
The TDA said that Tony Cheng, chief executive officer of the Taiwan Design Center, will serve as chairman of the board of the new alliance.
The origins of the TDA date back to Dec. 29, 2006 when Chen Chao-yih, director of the Ministry of Economic Affairs' Industrial Development Bureau at the time, advocated the establishment of such an alliance at a planning meeting for Taiwan's bid to host the 2011 IDA (International Design Alliance) Congress, which it eventually won.
The TDA said that the alliance is a nonprofit organization focused on integrating the Taiwan design industry's resources and serving as an exchange and promotion platform for the industry.
It expressed the hope that the new alliance will help gather academic and professional experts in the design field to help push Taiwan's design industry forward. (By Steve Bercic)

•New Media Outlet Aims to Provide More High-Quality News
Taipei, Sept 2 (CNA) A new media outlet has been established in Taipei in a bid to provide the public with more high-quality news stories.
The media outlet, "Awakening," will offer 15-25 news items to readers on a daily basis in the form of e-paper, newspaper, radio broadcasting, television broadcasting and cell phone news, the media outlet's president and editor-in-chief Lin Yi-ling said Monday. "Awakening" will provide enlightening and in-depth news stories, said Lin, adding that its reporters will focus on the truth and will share with readers their analysis of events.
Lin presided over a ceremony Monday, Taiwan's Reporters' Day, to mark the launch of the media outlet. Also present were Government Information Office Minister Vanessa Yea-ping Shih, Central News Agency Chairman Huang Chao-sung, National Chi Nan University former President Lee Chia-tung, and ruling Kuomintang legislators Liao Cheng-ching and Ting Shou-chung.
Lee expressed the hope that "Awakening" will cover more stories featuring the positive aspects of the society rather than trivial gossipy news. (By Nick Huang)

•Glassware, Projector Companies Merge to Expand
Global Market Share
Taipei, Sept. 2 (CNA) Liuli Gongfang, a glass workshop chain devoted to artistic Chinese glassware, and a leading projector manufacturer Optoma Corp have merged and plan to operate over 50 art galleries worldwide by the end of this year, the studio's chief executive Chang Yi announced Monday.
Optoma, an over-the-counter company, officially changed its name to "Liuli Optoma" technology corporation Monday, marking the formal merger of the two organizations with the aim of breaking into the international market, according to Chang, who serves as the new company's chairman and chief executive.
Telly Kuo, general manager of Optoma's Asia Pacific operations, said that the company's business turnover reached NT$9 billion in 2007, and that the company ranked third in Asia and second in world in the second quarter of this year by revenues.
Meanwhile, Chang said that Liuli Gongfang has become the biggest brand name in the artistic glassware business in Asia and has maintained stable development. With the input of Optoma's manpower, funding and marketing efforts, the new company is expected to make inroads into the international market, expanding from its existing overseas Chinese markets, he added.
Chang said Liuli Gongfang operates 32-36 art galleries and that the new company plans to establish an additional 20 around the globe.
On the question of breaking into the global market, Chang said that this year the new company will work to make inroads into North America, the Middle East, and Europe, noting that Liuli Gongfang last year established branches in luxury hotels and high-grade residence areas in San Francisco.
Chang said the new company will expand its operations in the fields of 3D animation and interior design and decor for restaurants and museums, as the
glassware market is almost saturated with 70 brand name glassware enterprises and over 100 glass product manufacturers worldwide.
He also disclosed that the new company has won a contract to design and construct a public art decorative water fountain in Kuala Lumpur. (By Y.L. Kao)

•Catalogue of Works by 2,500 Taiwanese Writers Completed
Tainan, Sept. 2 (CNA) The National Museum of Taiwan Literature in Tainan announced Tuesday that it will unveil on Sept. 5 a newly completed catalogue databank that contains more than 100,000 titles of works by some 2,500 Taiwanese writers.
According to the museum, the catalogue, which is in Chinese, has three volumes covering all types of writing─narrative, novels, essays, poetry, drama, reportage, autobiographies, diaries, letters, and children's literature.
The museum indicated that it commissioned Wen Hsun Magazine, owned by the Taiwan Literature Development Foundation, to spend two years to collect relevant information and compile the catalogue.
After the catalogue is publicized Friday, the public can access the databank through the Internet and use key words to search for titles of works by Taiwanese writers. (By Han Nai-kuo)

•Kaohsiung MRT's Late Trains Draw Few Passengers after KRTC Reversal
Kaohsiung, Sept. 2 (CNA) A total of only 58 passengers used the Kaohsiung MRT's late-night train service Monday on the first day after the Kaohsiung Mass Rapid Transit Corp. (KRTC) decided not to cancel the service.
The KRTC had planned to halt the service on Sept. 1 as a means of cutting operating costs due to low passenger numbers, but it was pressured at the last minute by the Kaohsiung municipal government to reverse its decision.
The government sent its request to the company Monday afternoon to continue the service until the Orange Line is inaugurated later this month, after which it can be re-evaluated.
According to the KRTC's tallies, a total of only 58 passengers boarded the two trains departing from the Red Line's two terminal stations at 11:30 p.m.
Several of the stations saw no passengers board, while others had only a handful, according to ticket booth tallies.
Zuoying Station had the highest number of passengers at 19, followed by Kaohsiung Rail Station at 11, the tallies showed.
The KRTC launched the late-night train service on a trial basis on May 7 in an effort to attract employees working at companies located along the line, but the service has failed to draw as many passengers as expected. (By Steve Bercic)

•Environmental Organizations Urge Public to Summon Taxi by Phone
Taipei, Sept. 2 (CNA) Four environmentalist groups urged the public Tuesday to summon taxis by telephone rather than flagging them down on the street, in support of efforts to reduce greenhouse gas emissions.
Executives of Taiwan Friends of the Global Greens, Green Party Taiwan, the Hi-Taxi radio service network, and the Republic of China Federation of Taxi Transportation Associations told a press conference that the taxis in greater Taipei cover an average of 200 to 250 kilometers each day, and 140 km on average without passengers.
This means that each taxi consumes about 30 liters of gasoline per day, which costs about NT$1,000 (US$30), cruising the streets in search of passengers, they said.
Islandwide, taxis consume 1.1 million liters of gasoline each day at a cost of NT$36 million, plying the streets looking for passengers, which would account for the release of 25.53 metric tons of carbon dioxide into the atmosphere, the groups said.
Although 1.2 million people in Taipei use taxi services each day, only 300,000 passengers usually summon a taxi by telephone, with the other 900,000 preferring to flag a cab on the street, according to the groups.
The environmentalists urged the public to help reduce greenhouse gas emissions by summoning taxis via telephone, which they said would also allow taxi drivers to save gasoline and avoid unnecessary expenses. (By Han Nai-kuo)
